Grand jury indicts Patton Village mayor, city employees
A grand jury indicted Patton Village's mayor and several city employees Friday.
Grand jurors indicted five employees and two former police officers for theft and using criminal databases to look up information about private citizens for personal use.
The city's mayor, Pamela Munoz, is under investigation and facing charges on 10 different counts ranging from abuse of official capacity to theft by a public servant.
An investigation was launched in October 2011 when officers seized several boxes of records and computers from City Hall.?
"It is a small city and it is a small city government and we've arrested a significant portion of that government and I think the citizens of Patton Village need to be aware that this is going on in their city limits," said Phil Grant, Montgomery County's first assistant district attorney.
Grant said it wasn't one case that involved all the employees, but it was multiple unrelated crimes over a several year period.
"All of these allegations revolve around misuse of official property and funds," Grant said.
Grant said investigators found a paper trail that proves Munoz took out loans using city police cars as collateral and that she used city funds to pay for services at her home.
Investigators said employees made a record of the loans as if they didn't know it was illegal.
The mayor's bond has been set at more than $200,000. If she bonds out, she could come back to work while awaiting trial.
Patton Village is located northeast of Houston in Montgomery County.

RICHMOND, Va. (AP) ? Once the word "transvaginal" became a big joke on "Saturday Night Live" and "The Daily Show With Jon Stewart," it wasn't long before Virginia's conservative Republicans realized they had overreached on abortion.
Gov. Bob McDonnell and GOP state lawmakers Wednesday abandoned a bill requiring women to undergo an intrusive type of sonogram before an abortion ? an abrupt reversal that demonstrated the power of political satire and illustrated again how combustible the issue of women's reproductive health has become over the past few weeks.
"You never want to get on the wrong side of popular culture," said Steve Jarding, a professor at Harvard University's John F. Kennedy School of Government and a Democratic consultant who has run campaigns in Virginia. He added: "When people are laughing at you, you know you've gone too far."
At issue was a bill pushed by anti-abortion lawmakers that would have required women seeking an abortion to undergo a transvaginal sonogram, in which a wand is inserted in the vagina to yield an image of the fetus. The procedure differs from an abdominal sonogram, in which a wand is rubbed over the woman's belly.
Seven states have laws mandating some form of pre-abortion ultrasound exam. The Guttmacher Institute, which researches abortion-related issues, said none of the ultrasound laws in other states explicitly require the transvaginal procedure.
However, Elizabeth Nash, Guttmacher's state issues manager, said several of the laws, including a Texas measure recently upheld in federal court, effectively leave doctors with no option but the transvaginal procedure. That's because an abdominal sonogram does not produce the detailed image of a first-trimester pregnancy that is required by some of the laws, Nash said.
In Virginia, the bill began muscling its way through a legislature that recently came under the rule of GOP conservatives. It moved ahead despite an outcry from women and Democrats, including a female lawmaker who called it "state-mandated rape" and another who made her point with a failed amendment requiring rectal prostate exams for men seeking Viagra prescriptions.
It didn't fully jump the fence from politics into pop culture until "SNL" lampooned it on Saturday.
"Really?" comic Amy Poehler sneered in noting the Virginia bill on "SNL." ''Don't get me wrong, Transvaginal is my favorite airline. I have so many miles on Transvaginal that they upgrade me to ladybusiness."
Stewart wisecracked that "Transvaginal Ultrasound" was the name of a jazz fusion band he once saw in concert.
And conservative columnist Megan McCain, daughter of 2008 GOP presidential nominee John McCain, said on MSNBC that she is "pro-life, but I'm not pro-vaginal probing." She added: "I'm just horrified by this bill. As a Republican woman, I'm horrified."
Earlier this week, more than 1,400 people ? mostly women ? locked arms in protest outside the Capitol, and petitions bearing more than 30,000 names were presented to McDonnell by women's groups.
McDonnell, a Roman Catholic political prot?g? of religious broadcaster Pat Robertson who has been mentioned as a possible vice-presidential candidate on a ticket with Mitt Romney, backed down on Wednesday, saying: "Mandating an invasive procedure in order to give informed consent is not a proper role for the state."
He said he supports legislation that would require pre-abortion sonograms, but not the invasive variety.
It was just the latest reversal over the past few weeks on the issue of women's health.
After a three-day furor, the Susan G. Komen breast cancer charity dropped plans to withdraw funding from Planned Parenthood. And President Barack Obama was forced to back off requiring religiously affiliated universities, hospitals and other organizations to provide free birth control their employees.
How much damage is done to McDonnell and the GOP depends on how broadly the issue permeates pop culture and who's watching, said Merle Black, a political science professor at Emory University in Atlanta.
"A lot of people watching those shows wouldn't necessarily support McDonnell anyway. The question is whether it's reaching and turning off independents and especially women," Black said.
But Jarding warned: "When the female anatomy becomes a policy term in your state and the governor is the guy identified with that, that's not where you want to be."

MILFORD, Mich. (AP) ? Republican presidential candidate Mitt Romney tried to upend Rick Santorum's image as a principled defender of conservative ideals Thursday, telling voters in Arizona and Michigan that the former senator is just another give-and-take politician.
Romney's team believes Santorum opened himself to the attacks with a somewhat anguished explanation of his reluctant vote for a Bush-era school program in Wednesday's televised debate. Romney hoped to stop his chief rival's momentum on a day when Santorum was quietly raising money.
But President Barack Obama wasn't helping. His allies aired anti-Romney ads in Michigan while the president campaigned in Florida, a crucial swing state that GOP candidates can't afford to re-visit until their nominee is settled.
A Romney setback in either Michigan's primary or Arizona's on Tuesday would be embarrassing, or worse. His campaign seemed grateful for Santorum's unsteady showing in what may have been the GOP campaign's last big debate.
Romney pounced on Santorum's explanation for supporting President George W. Bush's "No Child Left Behind" program, now disliked by many conservatives. "It was against the principles I believed in," Santorum said in the debate. "But, you know, when you're part of the team, sometimes you take one for the team."
"I wonder which team he was taking it for," Romney said Thursday at an Associated Builders and Contractors meeting in Phoenix, before heading to Michigan. "My team is the American people, not the insiders in Washington."
Santorum also struggled in the debate to explain his congressional votes for earmarked spending and for a bill that included money for Planned Parenthood despite his "personal moral objection" to the organization, which provides abortions for low-income women.
"I don't know that I've ever seen a politician explain in so many ways why he voted against his principles," Romney said Thursday.
The issue could prove troubling for Santorum, who lacks the money to match Romney's TV ads. Santorum's chief strengths include his image as a courageous social conservative willing to confront voters about the moral implications of birth control, abortion, divorce and other issues.
At a tea party rally in Tucson shortly before the debate, Santorum said he was "unafraid to go out and fight on all the issues we care about." He referred to Romney as "a well-oiled weather vane" that shifts with political winds.
Romney's focus on Santorum reinforced the notion that the GOP race is mostly a two-man contest heading toward the 10-state "Super Tuesday" primary on March 6. Former House Speaker Newt Gingrich, trying to stay within striking distance, campaigned Thursday in Washington state and Idaho. Rep. Ron Paul, like Santorum, had no public events Thursday.
Given Arizona's significant Mormon population, a Romney loss there on Tuesday would be stunning. Nearly as crucial is Michigan, where Romney was born and his father was a three-term governor and top auto executive. Santorum has drawn enthusiastic crowds, and Romney planned to address a tea party gathering later Thursday in Milford, Mich.
All four of the GOP candidates opposed the government's bailout of the auto industry, a big issue in Michigan and one that divides Republican voters. Obama calls it a smashing success. Romney has drawn the most fire on the topic, thanks to his Michigan ties and a 2008 newspaper article he wrote that was headlined, "Let Detroit Go Bankrupt."
He says Chrysler and General Motors should have gone through a privately funded "managed bankruptcy," but independent analysts say only the federal government had the money at the time to keep the companies afloat.
A pro-Obama group Thursday released a TV ad in Michigan in which the narrator says, "When a million jobs were on the line, every Republican candidate turned their back." The ad shows Romney's face and his 2008 op-ed article.
In Miami on Thursday, Obama accused the Republicans of pushing a flawed and dishonest strategy for reducing gas prices, predicting they would offer nothing but more drilling and political promises of $2-a-gallon gas. "The American people aren't stupid," Obama said.
Santorum didn't back away from his "take one for the team" comment after the debate in Mesa, Ariz. Asked by a reporter if he would change his words if he had the chance, Santorum responded: "Not at all. Politics is a team sport."
Romney plans to campaign in Michigan every day until Tuesday, with a side trip Saturday to Florida for the Daytona 500 car race. "We're going to win Michigan," said his strategist Stuart Stevens.
Santorum is trying to avoid being swamped by Romney's TV spending in Michigan. Romney's campaign and a friendly "Super Pac" bought $2 million of air time in Michigan for the primary's final week, while Santorum and his allies bought about $1.4 million. An anti-abortion group helped Santorum with $150,000 in Michigan radio ads.
Gingrich is not competing in Michigan. He was planning an unusual 30-minute commercial on energy policy in states including Washington.
Santorum was buying ad time on cable channels in Ohio, Oklahoma and Tennessee, which are among the Super Tuesday states. The pro-Romney pac has bought $590,490 of air time in Ohio.
Santorum planned to campaign Friday and Saturday in the Detroit area.

Fujitsu reportedly unveiling quad-core, waterproof phone with 13.1MP camera at MWC
The latest round of pre-MWC rumors has Japanese manufacturer Fujitsu launching its own quad-core phone for Europe. According to UnwiredView, Fujitsu's mystery device will sport an NVIDIA Tegra 3 processor, and will be paired with a 4.6-inch screen and an impressive 13.1MP camera. Apple: developers now have until June 1 to sandbox apps for the Mac App Store
Back in the fall, Apple gave developers an ultimatum: sandbox your applications, or see yourself out of the Mac App Store and sell your apps elsewhere. Originally, devs had until March 1st to make the change, which limits the resources apps can access, thereby making a malware infection less likely. Still, sandboxing inherently means less control for developers: the fewer resources an app can use, the less it can actually do. Well, code monkeys, you've now got a few more months to decide which camp you'd rather be in: Apple has extended that deadline to June 1st. As MacRumors notes, the move comes amid mounting concerns from developers, who have been complaining of bugs and other issues associated with the sandboxing process. In a statement on its developer site, Apple gave a pithier explanation, saying it wants to give devs more time to make use of new sandboxing entitlements available in OS X 10.7.3, along with new APIs in Xcode 4.3.
