Judd, Vanderpump and more to go 'Dancing'

In just three weeks, glitz, glam and a whole lot of spray tan return to prime time as "Dancing With the Stars" kicks off its 16th season. The battle for the mirror-ball trophy will see 11 stars -- or reasonable facsimiles -- face off for ballroom bragging rights. But which 11 stars?

ABC teased the first star Sunday night -- Super Bowl champ and Baltimore Ravens wide receiver Jacoby Jones. As for the rest of the cast, they were revealed Tuesday on "Good Morning America."

Here are the stars who'll soon get ready to rumba:

Blizzard pounds Colorado, slows air traffic

(Reuters) - A powerful winter storm threatened the U.S. southern plains states on Monday, promising a mix of rain and snow that was likely to bring heavy snowfall to southeastern Kansas and central Missouri from Monday night to Tuesday morning, the National Weather Service said.

"Heavy snowfall rates in excess of an inch per hour will be possible in some locations," the service said. "Gusty northeast to north winds will result in considerable blowing and drifting of snowfall.

"Significant amounts of snow are forecast that will make travel dangerous," it said.

The same storm had blanketed eastern Colorado with snow on Sunday, prompting the cancellation of 200 flights in and out of Denver International Airport.

Colorado Governor John Hickenlooper ordered all non-essential state workers to report to work two hours later than scheduled on Monday to give Denver snow plow drivers more time to clear city streets.

Colorado snowstorm triggers blizzard warnings, slows air traffic

DENVER (Reuters) - A wind-driven snowstorm blanketed eastern Colorado on Sunday, creating blizzard conditions on the High Plains and prompting the cancellation of 200 flights in and out of Denver International Airport, authorities said.

Governor John Hickenlooper ordered all non-essential state workers to report to work two hours later than scheduled on Monday to give Denver snow plow drivers more time to clear city streets.

By early evening, 10 inches of snow had accumulated in the Denver metropolitan area, as snowfall tapered off. Blizzard conditions will remain through the night on the eastern Colorado plains, weather forecasters said.

"It's still snowing out there and there's been a lot of blowing and drifting that's made the roads tough," National Weather Service meteorologist Brad Gimmestad said.

The Denver International Airport remained open but travelers could expect delays of up to two hours as crews de-iced departing aircraft and plowed the runways, said spokeswoman Laura Coale. The airport typically handles about 1,500 flights on a Sunday.

The Western region was pummeled while New England dodged what forecasters had feared would become a major snowstorm for the third consecutive weekend.

The New England storm blew further east and left much of the region coping only with a slushy mix on Sunday.

Boston's Logan airport reported only minor delays, except for flights to storm-socked Denver, and major regional utilities NStar and National Grid reported only scattered outages.

The snow was a welcome sight for farms in eastern Colorado, which has been in the grip of a multi-year drought.

Areas south and east of Denver on the plains were under a blizzard warning until 11 p.m. local time (0100 EST Monday), the weather service said.

A deep, low-pressure system near the Four Corners borders of Colorado, New Mexico, Arizona and Utah had stalled, dumping heavy snow in eastern Colorado, the weather service's Jim Kalina said.

"That setup makes it a snow event mostly for areas east of the Continental Divide," Kalina said.

No road closures were in effect, although roads were snow packed and icy throughout the state, said Mindy Crane, spokeswoman for the Colorado Department of Transportation.

A snow plow was involved in an accident with another vehicle near Empire, putting the motorist in the hospital, she said.

The storm front was forecast to move southeast out of Colorado and into the Texas panhandle by Monday, the weather service said.

    (AP) ? President Barack Obama says a little compromise is all Congress needs to turn off automatic, across-the-board budget cuts set to kick in a week from now.

    In his weekly radio and Internet address, Obama says the cuts will slow the economy and hurt the middle class. He says thousands of teachers will be laid off and air traffic controllers will be forced into unpaid leave, leading to airport delays. He says almost 800,000 defense workers will also face furloughs.

    Obama says he wants a balanced plan to deal with the deficit that mixes spending cuts with more tax revenue.

    In the Republican address, Sen. John Hoeven of North Dakota says Obama should approve the Keystone XL oil pipeline, which would carry oil from Canada to Texas, as a way to create jobs and grow the economy.

    Helper Mayor resigns following DUI arrest

    HELPER, Utah (ABC 4 News) Helper Mayor Dean Armstrong resigned his position Saturday after the previous night he was arrested for a DUI.

    The Helper City Council held a special emergency meeting to discuss the arrest. Armstrong was present at the meeting and tendered his resignation effective immediately. The council accepted his resignation.

    WASHINGTON (AP) ? Signaling solidarity, President Barack Obama and Japan's new prime minister said Friday that North Korea's recent nuclear provocations would not be tolerated and pledged to seek strong action against the isolated nation.

    Following an Oval Office meeting, Obama said he and Prime Minister Shinzo Abe were united in their "determination to takes strong actions" in response to North Korea's nuclear test launch earlier this month.

    Abe, speaking through a translator, said the two leaders have agreed to deal "resolutely" with North Korea.

    "We just cannot tolerate the actions of North Korea, such as launching missiles and conducting nuclear tests," said Abe, adding that the two leaders also agreed to push for tougher U.N. Security Council sanctions against North Korea.

    Other regional tensions in Asia served as the backdrop for Friday's meetings, most notably Japan's dispute with China over the Japanese-administered Senkaku islands.

    The dispute flared after Tokyo nationalized some of the islands in September. China also claims the tiny islands, which it calls Diaoyu. It has stepped up patrols into what Japan considers its territorial waters, heightening concern that a conflict could be sparked. The tensions highlight the rivalry between China, the world's second-largest economy, and Japan, which is the third.

    Tokyo accused China last month of locking weapons-guiding radar on a Japanese destroyer and a helicopter, in what it viewed as a dangerous escalation. Beijing accused Tokyo of fabricating the reports to smear China.

    The U.S. has treaty obligations to help Japan in the event of a conflict, obligations Abe said were a stabilizing factor in ensuring peace and stability in the region. He pledged that Japan would continue to deal with the China dispute in a calm manner.

    Abe is the latest in a revolving door of Japanese prime ministers, underscoring the Asian nation's prolonged economic malaise. He is the fifth prime minister since Obama took office.

    Friday's meeting was an opportunity for the U.S. to gauge Tokyo's intent to join negotiations on the Trans-Pacific Partnership, a regionwide free trade pact being pushed by Washington. Abe held back from such a commitment, which is opposed by most of his party and Japan's small but politically powerful farming lobby, at least until after key elections in July for the upper house.

    In a joint statement following the meeting, the two leaders agreed to continue their talks about Japan's "possible interest" in joining the trade pact, known as the TPP. But they agreed that concerns remained, particularly with respect to the automotive and insurance sectors.

    The newly elected Japanese leader is a nationalist and a keen advocate of stronger relations with Washington, which have assumed more importance for Tokyo. It has locked horns in recent months with emerging power China over the control of unoccupied islands in the resource-rich seas between them.

    Abe, who arrived Thursday afternoon and will depart early Saturday, had been anxious for the meeting since a convincing election victory in December returned him to power for his second stint as prime minister. He had resigned for health reasons in 2007 after serving for one year.

    The U.S. partnership with Japan, which hosts about 50,000 American forces, is an enduring one and a cornerstone of Washington's Asia policy, but establishing a personal rapport between leaders has been difficult.

    Abe's market-pleasing moves to stimulate Japan's economy ? dubbed 'Abenomics' ? have fueled hope of a recovery and were expected to be featured in a policy speech he was to deliver at a Washington think tank Friday after his meeting and working lunch with Obama at the White House.

    (AP) ? Rory McIlroy and Tiger Woods knocked out in the first round of the Match Play Championship? Not many would have given that a snowball's chance in the desert.

    Almost as surprising as the freakish snowstorm on Dove Mountain was the sight of golf's two biggest stars heading to the airport, only the second time in the 15-year history of this wild tournament that No. 1 and No. 2 didn't last more than a day.

    Shane Lowry of Ireland chipped in twice and drilled a fairway metal to 3 feet to seize control, and then knocked out McIlroy with a bunker shot to 4 feet to save par on the final hole. Just as the shock was wearing off, Charles Howell III came up with kind of shots he's used to seeing Woods make in the clutch ? a wedge that stopped inches from the cup on the 15th hole, and a 25-foot birdie on the 16th that carried him to a 2-and-1 victory.

    "It's definitely a day I'm going to remember," said Lowry, the third player in the last four years to eliminate the No. 1 seed in the opening round.

    "I had nothing to lose," Howell said.

    The biggest loser Thursday might have been NBC Sports, which lost the two biggest draws.

    Not even Phil Mickelson can save the day. He's not playing this year.

    Howell had not faced Woods in match play since he was 17 and lost to him in the third round of the 1996 U.S. Amateur. He said he had never beaten him even in the dozens of casual games they played over the years at Isleworth before Woods moved away to south Florida.

    What a time to change that losing streak.

    Howell, who qualified for this World Golf Championship for the first time in five years, played a fabulous round in cold conditions. They matched scores 10 times in 14 holes before Howell came through with back-to-back birdies.

    "In this format, match play is crazy," Howell said. "He's Tiger Woods. I was lucky to hang in there."

    The final matches were played in near darkness, and they could have stopped after 15 holes. Woods wanted to play on, even though Howell had the momentum. Woods was 2 under for the day, and neither of them made a bogey.

    "We both played well," Woods said. "He made a couple of more birdies than I did. He played well, and he's advancing."

    McIlroy, the No. 1 player in the world, built a 2-up lead early in the match until Lowry rallied and grabbed the momentum by chipping in for birdie on the par-5 11th to avoid falling behind, chipping in from behind the 12th green for birdie and then ripping a fairway metal to within a few feet for a conceded eagle on the 13th to go 2 up.

    Lowry missed a short par putt on the 14th, only for McIlroy to give away the next hole with a tee shot into the desert and a bunker shot that flew over the 15th green and into a cactus. But the two-time major champion hung tough, coming up with a clutch birdie on the 16th to stay in the game.

    McIlroy nearly holed his bunker on the 18th, and Lowry followed with a steady shot out to 4 feet and calmly sank the putt.

    "Deep down, I knew I could beat him," Lowry said. "There's a reason I'm here, and this is match play."

    For McIlroy, more questions are sure to follow him to Florida for his road to the Masters. He now has played only 54 holes in the first two months of the season, missing the cut in Abu Dhabi and losing in the first round at Dove Mountain.

    "You want to try and get as far as you can, but I guess that's match play," McIlroy said. "I probably would have lost by more if I had played someone else in the field. It wasn't a great quality match. But it would have been nice to get through and just get another day here and another competitive round under my belt."

    The only other time the top two seeds lost in the opening round was in 2002, when Woods and Phil Mickelson lost at La Costa.

    Luke Donald nearly made it the top three seeds except for a clutch performance. He holed a 10-foot birdie putt to halve the 17th hole and stay tied with Marcel Siem of Germany. Donald then birdied the 18th from 7 feet to win the match.

    Louis Oosthuizen, the No. 4 seed, rallied to get past Richie Ramsay of Scotland.

    The opening round was halted Wednesday after 3? hours because of a freak snowstorm that covered Dove Mountain with nearly 2 inches. It continued to snow at times overnight, and it took nearly five hours to clear snow from the golf course for the tournament to resume.

    Turns out, snow wasn't the only surprise.

    "I had to play extremely well to have a chance, and I still kept waiting for that Tiger moment," Howell said.

    It never came.

    Woods missed short birdie chances at the 10th and 11th, but the real damage came on the 15th when he went long of the green with a wedge in hand. Howell also missed a pair of short putts on the back nine, but he came up big with the putt on the 16th.

    "Really, I didn't even realize I was 2 up with two to go until I got right to the tee on 17, and it actually threw me for a bit because I never maybe was really in the moment and didn't quite realize how things were," Howell said. "And as far as beating Tiger Woods, it shows you that match play is crazy. I did have to play a good round. But yeah, it's a bit hard to believe I'm sitting here today."

    Howell and Lowry will have to wait until Friday to find out their opponents.

    The opening round of the Match Play is typically the best day in golf. This one took two days, and it was unlike any other.

    Nearly 2 inches of snow covered Dove Mountain on Wednesday, and with more snow overnight, nothing had changed when players began arriving Thursday morning. There already was a two-hour delay when they arrived.

    "There was a guy building a snowman this morning at 8, and they said they were going off at 10:30," Henley said. "I figured it was going to be awhile"

    No one had an easier day than Bo Van Pelt.

    And then there was Sergio Garcia. He was one putt away from winning when play stopped Wednesday. He three-putted from 12 feet to lose the hole, and on the 18th hole, Thongchai Jaidee made a 6-foot birdie to send the match into overtime.

    On the first extra hole, Garcia removed his cap and was putting his golf ball and tees in the bag as Jaidee settled over a 10-foot birdie. The putt ran around the back edge of the cup, giving Garcia life. He made birdie on the par-5 second hole to win in 20 holes.

    So instead of hitting one shot Thursday, he had to play 19 of them. Garcia's was the first match of the tournament. It took him about 30 hours to finish.

    "It's weirdness, I guess," Garcia said. "I guess at the end of the day, I was pleased to get through."

    That's one thing McIlroy and Woods can't say.

    How to post to Facebook, Twitter after you die

    (CNN) ? Death already has a surprisingly vivid presence online, with improvised memorials and outpourings of grief for loved ones on social media, and the unintentional mementos the departed leave behind in comments, photo streams and blog posts.

    Now technology is changing death again with tools that let you get in one last goodbye after your demise, or even more extensive communications from beyond the grave.

    People have long left letters for loved ones (and the rare nemesis) with estate lawyers to be delivered after death. But a new crop of startups will handle sending prewritten e-mails and posting to Facebook or Twitter once a person passes. One company is even toying with a service that tweets just like a specific person after they are gone. The field got a boost last week when the plot of a British show ?Black Mirror? featured similar tools, inspiring an article by The Guardian.

    Schedule social media posts long into the future

    ?It really allows you to be creative and literally extend the personality you had while alive in death,? said James Norris, founder of DeadSocial. ?It allows you to be able to say those final goodbyes.?

    DeadSocial covers all the post-death social media options, scheduling public Facebook posts, tweets and even LinkedIn posts to go out after someone has died. The free service will publish the text, video or audio messages directly from that person?s social media accounts, or it can send a series of scheduled messages in the future, say on an anniversary or a loved one?s birthday. For now, all DeadSocial messages will be public, but the company plans to add support for private missives in the future.

    DeadSocial?s founders consulted with end of life specialists while developing their service. They compare the final result to the physical memory boxes sometimes created by terminally ill parents for their children. The boxes are filled with sentimental objects and memorabilia they want to share.

    ?It?s not physical, but there are unseen treasures that can be released over time,? Norris said of the posthumous digital messages.

    Among the early beta users, Norris observed that younger participants were more likely to make jokes around their own deaths, while people who were slightly older created messages more sincere and emotional. He?s considered the potential for abuse but thinks the public nature of messages will be a deterrent. The site also requires members to pick a trusted executor, and there is a limit of six messages per week.

    ?I don?t think that somebody would continually be negative and troll from the afterlife,? Norris said optimistically. ?Nobody really wants to be remembered as a horrible person.?

    The UK-based startup will only guarantee messages scheduled for the next 100 years, but in theory you can schedule them for 400 years, should your descendants be able receive Facebook messages on their Google corneas. The company has only tested DeadSocial with a group of beta members, but it will finally launch the service for the public at the South by Southwest festival in March. Fittingly, the event will take place at the Museum of the Weird.

    The last, private word

    For those interested in sending more personal messages ? confessions of love, apologies, ?I told you so,? a map to buried treasure ? there?s If I Die. This company will also post a public Facebook message when you die (the message goes up when at least three of your appointed trustees tell the service you?ve died), but it can also send out private messages to specific people over Facebook or via e-mail.

    Though If I Die has attracted a number of terminally ill members, the company?s founders think it could be appeal to a much wider audience.

    ?Somebody that knows he?s about to die gets time to prepare himself; the big challenge is when it happens unexpectedly,? said Erez Rubinstein, a partner at If I Die.

    The Israeli site launched in 2011 and already has 200,000 users. Most have opted to leave sentimental goodbyes, and written messages are more common than videos, according the company. So far, the service is entirely free, but it plans to launch premium paid options in the future.

    ?It?s an era where most of your life and most of your presence is digital, and you want to have some control over it. You want to be in charge of how you are perceived afterward,? Rubinstein said.

    A tweet-bot to remember you by

    A more extreme version of this type of control lies at the heart of _LivesOn, a new project with the catchy tag line ?When your heart stops beating, you?ll keep tweeting.?

    Still in the early stages, _LivesOn is a Twitter tool in development at Lean Mean Fighting Machine, an advertising agency in the United Kingdom. The agency is partnering with the Queen Mary University to create Twitter accounts that post in the voice of a specific person, even after he or she has died.

    When people sign up, the service will monitor their Twitter habits and patterns to learn what types of content they like and, in the future, possibly even learn to mimic their syntax. The tool will collect data and start populating a shadow Twitter account with a daily tweet that the algorithm determines match the person?s habits and interests. They can help train it with feedback and by favoriting tweets.

    ?It?s meant to be like a twin,? said Dave Bedwood, a partner at Lean Mean Fighting Machine.

    In the short term, Bedwood and his team said it will serve as a nice content-recommendation engine. But eventually, in the more distant future, the goal is to have Twitter accounts that can carry on tweeting in the style and voice of the original account.

    The people behind the project warn against expecting Twitter feeds fully powered by artificial intelligence, or worrying about Skynet, any time soon.

    ?People seem to think there?s a button you can press, and we?re going to raise all these people from the dead,? joked Bedwood, who has seen a huge spike in interest in the project over the past week. ?People have a real faith in what technology can do.?

    Artificial Intelligence is still a long way from being able to simulate a specific individual, but recreating the limited slice of personality reflected in a Twitter feed is an interesting place to start.

    The _LivesOn service is hoping to roll out to a limited number of test users at the end of March.

    As with the other services, _LivesOn will require that members choose an executor. At this point, it?s as much a thought experiment as an attempt to create a usable tool.

    A little bit of immortality

    All these companies see the potential for technology to change how people think about death. Goodbye messages can help people left behind through the grieving process, but composing them can also be comforting to people who are uncomfortable with or afraid of death.

    ?We shy away from death. It reaches us before we approach it,? DeadSocial?s Norris said. ?We?re using tech to soften the impact that death has and dehumanize it. It allows us to think about death in a more logical way and detach ourselves from it.?

    The prospect of artificial intelligence, even in 140-character bursts, can also be comforting to people who see it as a way to live on.

    ?The afterlife is not a new idea, it?s been around for quite a long time with all the different versions of heaven and hell,? Lean Mean Fighting Machine?s Bedwood said. ?To me this isn?t any stranger than any one of those. In fact, it might be less strange.?

    GEO Group Wikipedia Page Controversy Erased After Football Stadium Naming Deal

    GEO Group Inc., the nation's second-largest private prison conglomerate, has until now mostly kept its brand far from the law-abiding public's consciousness.

    But this week, as the company donated $6 million as part of a naming rights deal for a college football stadium in Florida, brand image apparently became an elevated concern. Following reports in Deadspin, The Huffington Post and the New York Times on the stadium deal between GEO Group and Florida Atlantic University, a page about the company on Wikipedia suddenly came in for an extreme makeover, with all negative references excised.

    A section on the Wikipedia page entitled "controversies," which listed state and federal investigations and lawsuits claiming mistreatment of prisoners in GEO facilities, had disappeared. In its place was a new section, headlined "Quality of Operations," which duplicated language in company filings with the Securities and Exchange Commission.

    According to Wikipedia's revision history on the GEO Group entry, someone named Abraham Cohen made substantial changes to the entry Wednesday, deleting references to the controversies and replacing descriptions of the company's operations with text matching that on GEO Group's website. GEO Group employs an Abraham Cohen as a corporate relations manager, according to several articles on the GEO Group's websites, public citations in news articles and a public profile on LinkedIn. Abraham Cohen's LinkedIn profile says he's a Florida Atlantic University graduate and news stories identified him as a former student body president.

    A spokesman for the GEO Group, Pablo Paez, wrote in an email that the company was "not going to comment on edits to a Wikipedia page," saying GEO has a policy of not addressing "information that is found on Internet sites or social media outlets, particularly those that can be freely updated by a variety of public users." Paez did not respond to follow-up questions about the similarity between the name for the Wikipedia user who altered the website and the corporate relations official employed by company.

    By early Wednesday evening, several Wikipedia editors had made changes to the entry, some registering major concerns with revised language. One editor, Salex1093, wrote in the revision: "If you want to add additional information, it must be from a neutral point of view. Wikipedia refers to the subjects of its articles in the third, not first, person."

    Before Wikipedia editors changed the Geo Group page back to its original form around 9 p.m. Wednesday, Wikipedia placed an alert on top of the GEO Group entry that read: "This article appears to be written like an advertisement. Please help improve it by rewriting promotional content from a neutral point of view and removing any inappropriate external links."

    Jesse Lava, a HuffPost blogger and campaign director at the Brave New Foundation, a social justice advocacy group, pointed out the Wikipedia revisions in a blog post Wednesday, asking whether it was "an effort to minimize the damage" after increased scrutiny following the stadium deal with Florida Atlantic University.

    GEO Group, a $1.6 billion corporation that manages prisons in the United States, Australia and South Africa, said Tuesday that the $6 million naming rights deal was a purely philanthropic gift to the university's athletic department. Money would go toward scholarships and academic efforts, in addition to needed finances for the stadium, the company said.

    The university, located four miles from the GEO Group headquarters in Boca Raton, Fla., announced Tuesday that it would brand its new, 30,000-seat football field GEO Group Stadium.

    Florida Atlantic had been searching for a corporate sponsor for its $70 million stadium since 2011, after borrowing nearly $45 million to pay for construction. In a news release Tuesday, Florida Atlantic President Mary Jane Saunders said it was "so exciting" to have GEO Group's name on the stadium and cited the company's "incredible generosity."

    Several immigrant rights groups condemned the deal Wednesday, questioning why the university would partner with a company that profits from incarceration, including the detention of undocumented immigrants apprehended by the federal government.

    The company has been at the center of several controversies across the U.S., including at a youth detention center in Texas, which was shut down after state inspectors said they found "filthy" and "unsafe" conditions that included feces on walls. Several riots erupted at a GEO-operated federal prison in west Texas that housed mostly undocumented immigrants in 2008 and 2009, following the death of an epileptic inmate who had been left in isolation despite pleas for help.

    Sony isn't cutting the Vita price in North America due to international exchange rates

    Despite the PlayStation Vita getting a recent price cut in its home country of Japan, Sony says it isn't getting a similar price adjustment in North America. The Vita recently dropped from 30,000 yen (3G) and 25,000 yen (WiFi-only) to 19,980 yen, but Sony Worldwide Studios president Shuhei Yoshida tells Joystiq that that same price drop won't happen in the US. He cited exchange rates as the primary reason -- Japanese Yen has dropped in value to (currently) 0.93 cents to every US dollar, meaning Sony actually loses money in exchange on products sold outside of its home territory.

    The Vita launched in February 2012 and has suffered from poor sales throughout the past year -- Sony's hoping to revitalize that a bit with PlayStation 4 connectivity. Via Remote Play, all PlayStation 4 games are streamable on Vita. Whether that'll be a feature that consumers use is another question altogether; Remote Play exists on PlayStation 3 already, and it's not what we'd call a great experience.

    Nokia slams India tax raid as ?excessive?

    Nokia is a Finland-based company making forays into India

    FINNISH phone giant Nokia said on Tuesday (February 12) it had protested to the Indian government over a tax raid at one of its factories in South India, slamming the action as ?excessive and unacceptable?.

    Officials last month raided one of Nokia?s manufacturing units in Chennai as part of an investigation into tax department suspicions that it may have evaded taxes totalling Rs30bn ($545m/?348.12m).

    ?

    Nokia, which strongly denies evading any taxes, said it had sent a ?letter of objection? to Indian tax authorities.

    ?

    ?The actions of the income tax authorities in Chennai are excessive, unacceptable and inconsistent with Indian standards of fair play and governance,? Nokia said in a statement.

    ?

    India - one of the world?s fastest growing mobile phone markets - is Nokia?s second-largest market, with the Chennai factory producing over 20 different models for the company.

    ?

    Nokia said it has yet to receive ?any official information? on potential tax claims by the Indian government.

    ?We do not see any merit in any of the claims, and are ready to defend ourselves vigorously,? the company said.

    Nokia is not the only multinational firm facing a tax probe in India whose tax policies have caused deep concern among international business investors.

    Last week, Anglo-Dutch oil major Royal Dutch Shell?s Indian unit announced it would contest a local tax claim on a share sale.

    British mobile network firm Vodafone is fighting a multi-billion-dollar tax bill from Indian tax authorities over its 2007 purchase of a stake in a domestic telecommunications company.

    Vodafone maintains it is not liable to pay any tax on the transaction.

    India?s finance minister P Chidambaram has vowed to clamp down on tax evasion to help to lower the country?s ballooning fiscal deficit.

    At the same time, he has said he wants India to have a ?stable tax regime with clarity on tax laws? and for authorities to have a ?non-adversarial? approach to tax collection.

    Cary, NC ? In the newly revitalized Waverly Place lies a hidden gem of a restaurant called Enrigo Italian Bistro. I had the pleasure of stopping by on a cold, blustery day in January. I was greeted by one of the owners, Amy Davanzante, who opened the restaurant with husband Gabriel (Gabe) one year ago. Gabe is an Italian native, and he wanted to bring true Italian-style cooking to Enrigo. Lucky for us, Meri Serpillo came to Cary from Florence to work as the head chef.

    Meri began working in her parent?s restaurant in Florence at age 14, and was often responsible for cooking for her family at home. As I spoke with Meri, I could see the passion in her eyes- she loves to cook.

    One of Meri?s popular dishes is the appetizer: coccoli (lightly fried dough) with prosciutto di Parma, sopressata and strachinno cheese. Who could go wrong? Every day there is freshly made pasta available at dinner including ravioli, mezzelune, tagliolini, and gnocchi that can be paired with meat, vegetables, or shrimp, and topped with any of Meri?s 12 signature pasta sauces.

    I had the chance to try some mezzelune, which is pasta filled with eggplant, parmesan, ricotta, and scamorza cheese, topped with spicy marinara sauce and fresh parmesan. It was heavenly. There is also an exquisite wine menu with primarily Italian (surprise) and German wine, as well as a few craft beers to pair with the food.

    Service Success Story

    A great dining experience is not only about the food and drink, but also the service. When eating lunch, the servers were all very friendly and attentive. I had the chance to speak with server, Jared Miser, for a little while about how he ended up working at Enrigo, and his life up until that point.

    Jared is a walking success story because three years ago he could barely fathom living another day. Since he was a teenager, Jared was addicted to drugs and alcohol. At age 19 he had been kicked out of his house, and was living in an old tobacco barn in the woods of Holly Springs. At age 20, Jared went to prison for 13 months, and although he got exposed to the Twelve Step Program, he was not ready to quit using drugs. Finally in 2009, Jared realized that his life would never get any better if he didn?t make some drastic changes. He went to the Healing Place, and with their help, and the help of close family and friends, he?s been sober for three years. Now Jared spends much of his time volunteering at the Healing Place to help others that have similar stories.

    Like A Family

    Jared got hired at Enrigo after learning about the restaurant from a friend who also works there. Jared said that, ?the owners and my coworkers know my background, and they are all very supportive, like a family.?

    Intel confirms new internetbased television streaming product, 'working with entire industry' to launch this year

    Welp, the rumors are true. Erik Huggers, Corporate VP & GM for Intel Media, just sat down here at D:Dive Into Media 2013 in order to confirm that Intel's getting into the set-top / TV provider business, and everything will be delivered to your home using your existing broadband internet connection. Straight from the man's mouth:

    "We have been working for around a year now to setup Intel Media -- it's a new division that includes a lot of people from outside of the company. We've hired people from Apple, Netflix, Google, BBC, etc. We're aiming to develop an internet television platform. My opinion is that not many of those rivals have cracked it -- have truly delivered.

    For the first time, we'll deliver a few things to consumers. We'll deliver a new consumer electronics product under a new brand. It's associated with Intel, but you'll have to wait to hear what exactly that is. It'll be an Intel-powered device with beautiful industrial design. Where it really gets interesting is here -- we're working with the entire industry. It's an over-the-top service, delivering network channels, pay-TV channels, catch-up television, on-demand, and a host of applications."

    He also affirmed that the box (and service) would launch "this year," and while the box won't provide Intel's "entire vision" at launch, a fair amount will be. That should include live television, on-demand, and catch-up. We're guessing it's the app ecosystem that'll take some time to truly develop.

    Host Walt Mossberg asked Huggers if the bundles that people are saddled with today through existing pay-TV carriers will remain in Intel's service. Huggers chuckled a bit, noting:

    "I agree that consumers want choice and convenience, but I think there is value in bundles. If bundles are bundled right, I think there's real value in that, and opportunities to create a more flexible environment where end-users have more choice than they do today. I don't believe the industry is ready for true ? la carte."

    In other words, those hoping that Intel's venture into the pay-TV would be the first blow in destroying bundles, you can casually keep dreaming. That said, it does sound as if Intel's aiming to give its users more choice over what channels are bundled -- something of a compromise. You may be forced to buy bundle packs, but at least you'll get the chance to select some of what goes into that bundle.

    Oddly, Huggers confirmed that there will be a "camera" on the box, to which Mossberg responded fairly negatively. He brought up (reasonable) concerns of privacy and creepiness, and that's where things got truly weird. It sounds as if Intel's box will rely on a camera (at least) to target advertisements to users. Naturally, marketers are likely licking their chops -- and Intel's doing everything it can to play up the "social and sharing" aspects of all of this -- but it'll be interesting to see if consumers buy into that pitch. And moreover, if allowing Intel into your home in such a way will result in cheaper access to programming. In response, Huggers set up a situation:

    "When my family uses Netflix, we have a household account. My kids may watch programming geared towards them, and I'll watch programming geared towards me. If there's a way to distinguish who is watching what, advertisers can then target ads at the proper parties."

    Curiously, this actually sounds similar to what Dish's Charlie Ergen said last night, noting that marketing companies are just blindly shooting ads at whoever is watching the screen, instead of specific demographics. We're assuming that Mossberg's thoughts are correct -- he told Huggers to "expect a lot of skepticism from consumers" regarding the plan. We're guessing "a lot" really means "a truly overwhelming amount."

    In response to a question from TechCrunch's Ryan Lawler regarding Intel's choice to build a completely new piece of hardware instead of just building a software piece that would interact with existing platforms, Huggers replied:

    "If we want to deliver the experience that we want to deliver in the living room, there's no platform out there today that'll do it. You need to control everything. You need to control the app layers, the sensors, the chip, everything. If there were platforms out there where we could deliver everything we have in mind, we'd go there -- but there isn't. I believe in a world where there's a 'good, better, best' experience, and ours will be in that 'best' category."

    In closing, Huggers confirmed that this "wasn't a value play," and told co-host Peter Kafka that users shouldn't expect to save money by using Intel's service. So, let's recap: it'll look great, perhaps the UI will be superior, but you won't actually save money (or stick it to any of those greedy content providers), and you'll be duly freaked out by targeted advertising. Oh, and you may get a lot closer to breaking through your broadband bandwidth cap. Good luck, Intel.

    Birth order linked to increased risk of diabetes, metabolic disorders

    Feb. 12, 2013 ? Long a source of sibling rivalry, birth order may raise the risk of first-born children developing diabetes or high blood pressure, according to a recent study accepted for publication in The Endocrine Society's Journal of Clinical Endocrinology & Metabolism (JCEM).

    First-born children have greater difficulty absorbing sugars into the body and have higher daytime blood pressure than children who have older siblings, according to the study conducted at the University of Auckland's Liggins Institute in New Zealand. The study was the first to document a 21 percent drop in insulin sensitivity among first-born children.

    "Although birth order alone is not a predictor of metabolic or cardiovascular disease, being the first-born child in a family can contribute to a person's overall risk," said Wayne Cutfield, MBChB, DCH, FRACP, of the University of Auckland.

    With family size shrinking in many countries, a larger proportion of the population is made up of first-born children who could develop conditions like type 2 diabetes, coronary artery disease, stroke and hypertension. The research findings may have significant public health implications for nations like China, where the one-child policy has led to a greater segment of the population being composed of first-born children.

    The study measured fasting lipid and hormonal profiles, height, weight and body composition in 85 healthy children between the ages of 4 and 11. The 32 first-born children who participated in the study had a 21 percent reduction in insulin sensitivity and a 4 mmHg increase in blood pressure.

    The good news for oldest and only children? The study found they tended to be taller and slimmer than their later-born counterparts, even after the height and body mass index of their parents was taken into account.

    The metabolic differences in younger siblings might be caused by physical changes in the mother's uterus during her first pregnancy. As a result of the changes, nutrient flow to the fetus tends to increase during subsequent pregnancies.

    For this study, researchers focused on children because puberty and adult lifestyle can affect insulin sensitivity.

    "Our results indicate first-born children have these risk factors, but more research is needed to determine how that translates into adult cases of diabetes, hypertension and other conditions," Cutfield said.

    Other researchers working on the study include: A. Ayyavoo, T. Savage, J. Derraik and P. Hofman of the University of Auckland.

    Lingua Frankly: A letter to the Scottish Parliament...

    The Scottish Parliament has a consultation open on teaching languages in the primary school, with a call for views open until this Friday, the 15th.? I've responded, and as is my wont, my response is rather long and heavily opinionated.? Time was I wouldn't have bothered, assuming I'd just be ignored, but I figure there's no harm in trying, so I dedicated a few hours to drafting the letter that I've included below, for readers' reference.

    I am currently working as an English teacher in a French university, and have long term plans to be a teacher of languages when I return to Scotland.

    I feel the final question in the call for comments is a dangerous question, in that it inadvertantly presupposes a particular policy:

    • The role of languages in economic development ? what languages should children be learning to benefit their future careers, and to help Scotland flourish economically?
    There are two assumed features of the policy to be adopted:
    1. that the languages should be chosen for reasons of utility and

    2. that there should be a restricted list of languages.

    On the first point, it is very difficult to predict what foreign languages, if any, will rise to prominence in the next twenty years; and regardless, current evidence shows that the only single language linked to international economic success is English. Attempting to find a utility measure for languages at the school level is therefore a distraction from the main goal of improving language provision.

    On the second point, we risk robbing ourselves of the best possible resources we have to hand. The population of teachers in Scotland is very broad and varied, and while most are Scots-born monolinguals, there are also immigrants from various countries, as well as the second-generation of immigrant families who still retain their ancestral languages in the home. The secondary syllabus has space for Community Languages in addition to Modern Foreign Languages, but the list here is very heavily restricted and the option is not available in a great number of schools.

    If we look at the case of Ireland, the policy of universal Irish language teaching is widely regarded as a failure. Teachers with no real command of the language cannot teach effectively, and teachers who have no love of the language cannot motivate and enthuse the students.

    In order to teach effectively at the primary level, we need teachers who are comfortable and confident in the language they are teaching, and who are teaching out of choice rather than obligation. The level of competence required cannot be achieved with schemes such as Gaelic for Learners in the Primary School. (I would comment that I have heard good feedback from several primary teachers involved in the GLPS scheme, but that at present, teachers in the scheme are a self-selecting minority, all of whom are personally motivated to work with the language. There is no reason to believe that the scheme would continue to be successful if it was imposed on unwilling or unmotivated teachers.)

    My belief, therefore, is that language teaching should be encouraged and invested in, but that the choice of language should be entirely at the discretion of the teacher. If the teacher speaks Afrikaans or Aymara, Tongan or Tibetan, the teacher should be free to use that in the class, and not forced to struggle through on pidgin French or Spanish simply because the syllabus demands it.

    Opportunities to build language competence in teachers

    Around a year ago, I wrote to the ministry suggesting that a special effort should be made in encouraging newly-qualified teachers to take a year abroad in order to reduce the number of teachers completing their probationary year and finding themselves without work. As the provision of languages at primary level has been a goal for many years, this would be a definite career advantage to any candidates taking up such an offer.

    In particular, I would draw the committee's attention to the situation in France. I am currently working as a ?lecteur?. This is a junior teaching post for graduates with a minimum 4 years of university education, hence any BEd(hons) or PGDE graduate would fulfill the entry criteria.

    The problem faced by most universities is that most candidates for these posts have no knowledge or experience of teaching, so the experience for the students varies considerably from year to year.

    It is therefore extremely likely that the proposal of a system which would provide a reliable supply of fully-trained teachers with at least one year of classroom experience would be welcomed by the French universities, even despite differences in class age groups.

    I would propose a scheme of the following structure:

    • Fully qualified and registered teachers are recruited for French universities in Scotland.
    • An intensive summer course in teaching English, equivalent to the Cambridge CELTA or Trinity TESOL, is provided for successful candidates.
    • Intensive French lessons would be given to each candidate prior to the beginning of the academic year.
    • The yearly salary would be provided by the host institution.
    • Ongoing language tuition should be made available by the host institution throughout the year.

    I would propose the following division of costs:

    • Scottish Government to pay for English-teaching tuition.

    • French Government to provide intensive French tuition.

    • Host universities cover the costs of ongoing tuition.

    • Recruitment costs to be split between Scottish and French governments.

    I believe the costs to each body are more than compensated for by the benefits.

    The cost to the Scottish Government would likely be no more than the cost of providing equivalent language training alone directly. However, the experience of a year living and working in the language, at no additional cost to the Scottish public purse, would be invaluable to the teachers and hence to the Scottish education system.

    France, for its part, would be taking steps to fulfill its current policies on language competence, which stipulate that language is obligatory in almost all higher education, again at no great cost.


    The only increase in cost to the host universities would be the marginal cost of ongoing language tuition, which many already offer, and which is a marginal cost against the guarantee of a well-trained, highly motivated classroom teacher, and therefore better pass rates for their students.

    The transition from primary to secondary

    Having a truly open choice of languages at primary might seem an invitation to disaster at the secondary level, but I would argue the opposite.

    Teaching at university level, my students all come from very different backgrounds, hence different high schools. The level of English varies from student to student, and the material they have learned is a result of what has been taught at their various schools. Even though they have had nominally the same education, in practice they are very different. This makes my job extremely difficult, and reduces my value to each individual student.


    If the Scottish Government or local councils were to mandate that feeder primaries taught the same languages as used in the secondaries, this would reproduce the issues I currently face in all our secondary schools, as it is inevitable that different primaries would achieve different results with their pupils.

    If given the choice between teaching Spanish at high school to a mixed group who had been learning Spanish since P1 at different primary schools, or a mixed group who had learned completely different languages since P1, I would choose the latter. Their previous exposure to language learning would aid them considerably in picking up Spanish, and their shared level of Spanish knowledge (zero) would mean that tasks could be designed and selected that are suitable for all. This is vitally important, because if the tasks are not suitable for all students, it is in practical terms impossible for the teacher to motivate the class, and so there is a real risk that progress in language would be halted at the transition to secondary.

    I would therefore suggest that the introduction of a third language at P5 might prove to be counterproductive, and that leaving the third language until secondary would avoid difficult-to-manage mixed-level classes.

    In summary, I believe that the choice of language in the primary school should be independent of the local secondary provision and based directly on individual teachers' skills and competencies, and that the best time to introduce a third language is at entry to secondary school, to avoid the situation where classes suffer due to extreme differences in previous knowledge and ability. I believe that we can also leverage the worldwide demand for high quality English teaching to help our primary teachers gain the language competence required to make primary language teaching successful.
