San Diego sues its mayor after suit claims he put staffer in a headlock, made unwanted advances

The San Diego City Council doesn?t want taxpayers footing the bill for a lawsuit claiming that Mayor Bob Filner tried to kiss a staffer and put her in a headlock.

The city council voted Tuesday to deny funds for Filner?s legal defense and to sue him for defense costs and any damages incurred by San Diego, which is also named as a defendant in the staffer's sexual harassment suit. The Associated Press, USA Today and U-T San Diego have stories.

The July 22 suit filed by the mayor?s former communications director, Irene McCormack Jackson, alleges Filner asked her to work without panties, demanded kisses, said he wanted to see her naked, and dragged her in a headlock while whispering in her ear. Since the suit was filed, seven other women have said they were also subjected to unwanted advances from Filner. At a press conference, Jackson said Filner viewed women as "as sexual objects or stupid idiots," Reuters reported.

The city will file a cross complaint against Filner in the harassment suit that seeks indemnification for damages and legal costs stemming from the suit. "This is part of due process," said City Attorney Jan Goldsmith said. "If Bob Filner engaged in unlawful conduct and the city is held liable, he will have to reimburse us every penny the city pays and its attorney fees."

Filner, a Democrat, is facing calls to resign from his own party as well as two recall efforts. The 70-year-old mayor and former 10-term congressman plans to enter ?intensive therapy? beginning on Aug. 5. He previously said he did not believe the claims are valid.

Union Pacific beefs up tracks as Valero crude-by-rail project awaits approval

BENICIA -- As Valero seeks approval of a hotly contested plan to ship crude oil in by rail, Union Pacific is spending millions this summer to beef up rail lines near the refinery.

Few people outside City Hall, the railroad or the industrial park, however, seem to know about the project -- which began in June and is expected to end in October. That's partly because Union Pacific is not required to undergo a public process to repair its own tracks, city officials say.

The project, which began June 8, is estimated to cost between $10 million and $12 million; and is part of a sweeping, $3.6 billion investment in rail infrastructure across 23 states this year, Union Pacific spokeswoman Liisa Stark said. It requires temporary closures of public and private crossings, as well as public roadways in the Benicia port area, according to a project fact sheet.

The bulk of the work consists of replacing five miles of old rails and railroad ties, removing embedded tracks in the intersection of Park Road and Industrial Way, and replacing and re-paving crossing surfaces.

When completed, there will be improved crossings, including concrete pads and new asphalt; an enhanced Park Road-Industrial Way intersection to improve traffic flow; and improved freight train fluidity, railroad officials say.

The rail upgrades correspond with Valero's pending proposal to start shipping up to 70,000 barrels per day of the crude by rail to its Benicia refinery. However, Stark said two projects are unrelated, despite the fact that Valero's crude-by-rail project would dramatically boost local freight shipments.

"It would be happening anyway" regardless of Valero's plans, Stark said. Stark added the track upgrades, contrary to speculation, aren't necessary to handle Valero's anticipated use of up to 100 tank cars per day transporting crude from North American sources -- a lucrative and growing part of the rail industry. Last year, UP shipped 140,000 carloads of crude to refineries, up from 25,000 the previous year, as a result of the U.S. oil-and-shale drilling boom. The company, whose second-quarter earnings rose 10 percent to $1.1 billion this year, also ships coal and materials used in horizontal drilling.

Automotive shipments are also improving, including from the port of Benicia, an auto shipping hub, Stark said.

The buzz in the industrial park, however, is that the track upgrades go hand-in-hand with Valero's plans. Both projects have received mixed response.

"I have talked to numerous people involved with the refinery and UP, and what we're hearing on the street is, 'Why would they be doing this if it wasn't related to Valero?' " said Ed Ruszel of Ruszel Woodworks.

The Bayshore Road business is one of three with driveways crossed by UP tracks. Ruszel said he's worried about train deliveries blocking access to his property -- especially if employees could be trapped during an emergency.

"My main contention is that UP is not required to take out city permits to do this work, so their part in (Valero's) project is not being presented as part of the discussion," Ruszel said.

Ruszel isn't the only one raising concerns. Dave Jenkins of Norcal Trucking says he issued a "cease and desist" letter to Union Pacific after the railroad began laying new track near his building last month, claiming the work encroached on his property. The railroad didn't respond to a request for comment Monday.

For his part, Jenkins said he was alarmed to learn about plans to add rail lines within 50 feet of his propane tanks. The construction has stopped for now, but he said it's unclear how the dispute will be resolved.

Meanwhile, the Planning Commission is scheduled to consider Valero's project on Aug. 8; and city officials say responses to a large volume of public comments are due out Friday.

Apple Inc. (NASDAQ:AAPL) remained the most profitable company in the smartphone market compared with its competitors in terms of profit value share, according to investment research firm, Cannacord Genuity.

Based on the latest data released by Cannacord Genuity senior analyst, Michael Walkley,?Apple Inc. (NASDAQ:AAPL) value share in smartphone profits during the second quarter was 53% down from 57% in the first quarter. Its value share is even significantly lower than its 69% value share in 2012.

For the June quarter,?Apple Inc. (NASDAQ:AAPL) reported that it sold 31.2 million iPhones compared with 26 million units sold a year ago.

Despite the decline in Apple Inc. (NASDAQ:AAPL)?s share in smartphone profits, it is interesting to note that the iPhone maker remains more profitable than its strongest rival,?Samsung Electronics Co., Ltd. (LON:BC94) (KRX:005930) with 50% value share in the second quarter.

Samsung?s market share grow every year

It is also important to note that the South Korean electronics manufacturer?s value share in the smartphone market continues to grow every year. In 2011, its value share was 17% and the following year its share jump substantially to 34%. In the first quarter of 2013, its value share increased by 11% to 43%. The figures clearly shows that?Samsung Electronics Co., Ltd. (LON:BC94) (KRX:005930) is taking a bite out of Apple Inc. (NASDAQ:AAPL) as well as other competitors in the market.

During the second quarter, Walkley estimated that Samsung shipped approximately 72.5 million smartphones, up from 69.7 million units shipped in the previous quarter. Samsung Electronics Co., Ltd. (LON:BC94) (KRX:005930)?s IT Mobile Communications unit posted?KRW 35.54 trillion sales.

Walkley?s research showed that the smartphone market is 100% dominated by?Apple Inc. (NASDAQ:AAPL) and Samsung because the profit value share of other manufacturers in the industry have were, break-even, zero or negative.

Other companies negative in value shares

Data showed that the smartphone profit value shares of Nokia Corporation (NYSE:NOK) (BIT:NOK1V) (HEL:NOK1V), LG Electronics Inc. (KRX:066570) (KRX:066575), and Sony Ericsson recorded 0% profit value shares.?BlackBerry Ltd (NASDAQ:BBRY) and?Motorola Mobility Holdings Inc (NYSE:MMI) posted negative value shares.

In terms of smartphone operating system unit share, Cannacord Genuity revealed that the Android operating system of Google Inc (NASDAQ:GOOG) is the market leader with 74.6%. Apple Inc. (NASDAQ:AAPL)?s iOS operating system has only 13.5% market share while Microsoft Corporation (NASDAQ:MSFT)?s Windows Phone has 5.1% market share and the BlackBerry 10 operating system has 2.9% market share.

Walkley estimated that Android OS will gain another 2.5% in the next quarter to 77.1%. The iOS and the Windows Phone will decline by 2% and 0.3%, respectively to 11.5% and 4.8%.

According to Walkley, the major smartphone suppliers will profit from LTE smartphone sales growth in Western markets and global upgrades from feature phones to 3G smartphones. The analyst believe that the sales of smartphone globally is better than feared by investors. Walkley said, ?In fact, we believed depressed valuations reflect an overly pessimistic view of the global smartphone market.?

Make The Walls Of Your Home - Fabulously Auspicious - WOFS.com


A quick and easy way to instantly improve the feng shui around you is to identify the few important WALLS in your home and office that could perhaps do with some attention; walls should be thought of as blank canvases which can be used to create auspicious ambience, the kind that lifts up your spirits. The positioning, layout and design of walls stamp themselves onto our consciousness and the more important walls in the home or office can create either excellent feng shui, or they can block good luck from flowing to us. Energy produced by walls can either be very lucky for us or they can be depressing.

In this issue LILLIAN TOO puts the spotlight on the few vitally important walls that have the potential to bring extreme good fortune or misfortune, and thus are deserving of attention. The effect of walls on residents is almost subliminal, and these days, with so many modern ways of improving the feng shui of our surroundings, there is simply no excuse to get careless about our walls.

Start by studying the location of all the walls in your home. The general rule is that every room should have at least one solid wall. This signifies the abode where the spirit of the room resides; it creates the foundation around which energy accumulates, so how the location of this one wall interacts with the rest of the home has a great impact on the mood of the home; whether it is a happy enriching wall or a source of negative depressing vibrations.

To make your walls of your home truly auspicious, constantly inspiring you and lifting your spirits, you need to work at making each important wall a strongly enhancing wall rand protect against it becoming a blocking wall? that merely brings obstacles and blocking energy. So the first thing to take note of is the way the walls of the home have been positoned.?

When you start looking at your walls this way, your own common sense will immediately tell you which of your walls are enhancing and enriching and which are those that just do not seem right - just asking to be knocked down !?

You can have more than one solid wall but rooms should not have solid walls on three sides; otherwise the room will suffer from potentially stagnating energy; where a shortage of fresh cosmic energy soon causes the room to suffer from yin spirit formation. The room then becomes suffocating.? Rooms must be airy and they should benefit from daily fresh supplies of cosmic energy . These must flow in from the great outdoors. Rooms devoid of this flow of replenishing energy tend to cause problems for residents. So there must not be too many walls blocking this vital source of energy.

Rooms should ideally have at least one wall with windows; rooms that lie in the center of the home can suffer from a lack of cosmic replenishment so they should not have more than two solid walls. Then only can energy flows not get blocked. Remember that the center of your home should not suggest too much hemmed in energy. It should never become enclosed dead end space. This guideline to good feng shui is especially important in homes which are left empty for much of the day.

The IMPORTANT WALLS Of Your Home

? the WALL that directly faces the main door
? the WALL that directly faces your bed
? the WALL that directly faces the dining table
? the WALL in the living area
? the WALL you look at all day while working
? the WALL behind you as you work
? the WALL near the front door leading into the home


These are the major walls you can work on to bring incredibly good feng shui into your living space. Focus on each one in turn and consider the different ways you can enhance their energy so they become a source of contentment, peace and even inspiration. Think of the times when these walls leave a subliminal imprint onto your mind, stamping itself into your deepest subconscious minds. This is why the walls that hit you on a daily basis must indeed induce positive rather than negative thoughts.

You can use ANY of the FENG SHUI TOOLS - mirrors, wall paper, wall decals, lights, paintings, photographs, murals, inspiring words and even powerful mantras - all these and more can be used TO ENHANCE YOUR WALL.

Some people even hang beautiful decorative images from their important walls. Or they glue on inspiring words, or carefully decorate their walls with auspicious decals that leave strong and powerful imprints. My walls are decorated in a variety of ways and I use wall decals a lot as these are subtle and unobtrusive yet so powerful in their positive effect.

Enhancement techniques do not need to imply a permanence of decoration. Walls in fact benefit from being redecorated, repainted? and totally revamped every two to three years.

I redo my walls regularly either with new decorative decals or with new paintings. And definitely the walls are repainted every other year. There is nothing I love more than clean walls that hint of fresh paint. This gives the whole living area a feeling of freshness that suggests good things are just beginning. I also make sure that my walls, and everything that hangs on it or is used to decorate it, never get dirty or dusty. These get wiped daily.

Clutter and dirt are the principle enemies of good feng shui. This is why I am so compulsive about keeping all my spaces clean, free of clutter and never blocked. My walls always look pristine. Where I have installed a wall mirror such as for instance in my dining area to directly reflect the dining table and thus double our daily food on the table; or the one in my living area to double the yang chi of activity created here;? these mirrors are wiped daily with a dry piece of newspaper ( this is an excellent way to enhance the mirror and keep it really sharp and clear). I also make sure my mirrors never gets smudged with dirty hands.

The WALL that directly faces your main door should not have a mirror. A reflective surface here can cause all good luck to bounce right out again; it also brings illness to the master of the house. This wall should instead have either an auspicious image or it should be left blank. You can use a matte color to create a feature wall. For instance bright red wall that faces the direction South or an understated darker green directly facing East would be lucky. Choose colours according to the element of the facing direction of the door. Thus earth or yellow colour for doors facing SW or NE; Blue for doors facing North and metallic for doors facing NW or West.

Colours can also be used to suppress some afflictive star number causing problems for your door in any given year. For instance this year, doors that face SW are afflicted by the 5 yellow, so a metallic colour wall directly facing the main door would be an excellent idea.

Any wall that faces your front door, whether it is a complete or a partial wall, should always seem welcoming; it is auspicious when it makes you think positive or inspiring thoughts related to an important ambition or aspiration of yours or it should simply bring a smile to your face. I do not have a wall directly facing my main door but I do have a two feet wide upper wall on which I hang a large plaque with nine golden dragons. This welcomes in beneficial chi and seeing it every time I come home makes me feel very welcome indeed.

Then on the wall leading into my home I have used golden decals to create a flock of happy birds flying into my house. these are very tastefully designed and artfully placed by the designer who makes these decals - my niece in law actually, Audrey who is married to my nephew Han Jin. She has a great artistic gift which she is cleverly channeling into making beautiful artistic wall decals that really personalizes space in the most effective way.

One of her best selling designs are exactly these birds that bring good luck and wonderful opportunities into any home. She tried them out for her own home first and since putting up these birds on the wall leading into her home, she has progressed in her career really satisfactorily. Her little online business is also growing very fast. More importantly, she has never felt happier or more fulfilled.? Birds do have that kind of positive effect!? Each time someone wants to sell a house for instance, creating the image of a bird on the wall here but now flying out with the price being asked for in its mouth is one way of attracting a serious buyer!

Any wall that directly faces your bed should have a soothing ambience although some people have placed inspiring words or powerful affirmations here with great success. Doing this is like practicing 3D feng shui - as subliminal thoughts get implanted onto the sub conscious mind without you even realizing it. Each night the last thing you see before closing your eyes and each morning the first thing you see before becoming completely awake? should be images or thoughts that make you feel galvanized, confident and very secure. Good feng shui always follows positive thoughts. And you can use your bedroom wall to plant these thoughts into your mind. This also leads to good pleasant dreams that is so good for your subliminal feng shui.

Walls that are in the living room area or the dining room can also be used to hang happy family pictures. In fact it is a GREAT IDEA to select an especially HAPPY PICTURE OF THE WHOLE FAMILY together, and hang this on a prominent wall in the house. This is powerful feng shui. It creates the feng shui of safety and togetherness for the whole family.

Do avoid placing images of depressing or socially aware pictures such as starving children, depressive scenes or other nightmare inducing images in your bedroom.

The wall that directly face you at work can also be a source of affirmative words - although powerful words impacting on a busy mind cannot have the same effect as it does on a relaxed mind. If you work from home it is an excellent idea to face a water feature or a beautiful garden and if this is not possible, then simulating the presence of such would be most beneficial.? Thus having? a wall facing you decorated with a wall mural can be a great way of simulating the presence of flowing water or a harvesting scene ? anything taken from nature that suggests something abundant or lucky will always work well. At all costs avoid anything that can represent or signify an obstacle or which appears threatening. certain types of modern artistic renditions can be harmful so be watchful of the stuff you hang in front of you.

The wall that faces me as I write in my home office is my prize Chinese painting of the 8 Immortals, each holding an auspicious object and having a wide smile on a happy face.

Finally the wall that is behind you as you work is even more important as this wall represents support for you. Whether you are at home or in the office a wall behind you is always beneficial. An image of a strong mountain placed here suggests support for you. Do not hang a picture of a hole or at your back.? It is also not good having anything hostile here. Refrain from hanging pictures of sharp edged buildings or wild animals behind you.

Sony Pictures Takes Sci-Fi Novel Tomorrow and Tomorrow

Set to be published in the summer of 2014, Thomas Sweterlitsch's sci-fi novel Tomorrow and Tomorrow has been picked up by Sony Pictures for adaptation into a feature film, The Wrap reports. The Maze Runner scribe will adapt the screenplay.

Tomorrow and Tomorrow takes place ten years after a deadly attack on Pittsburgh. The sole survivor, an archivist, now works in a digital recreation of the city and one day comes across evidence of a conspiracy and cover-up that threatens to tear his whole world apart.

Film 360 and the Mark Gordon Company are set to produce.

According to various interviews online, the name of the group is not linked in any way to the Syrian government, and they focus on disrupting media campaigns they believe to be biased and damaging to the image of their country through electronic means.

They are also supporting President Bashar al-Assad, as depicted in the political cartoon images posted on Reuter?s Twitter channel.

The attack on @ThomsonReuters account became clear around 6:30AM (ET) and consisted in posting of a set of seven pictures, which were available to the followers for over an hour.

It appears that the fun for the Syrian Electronic Army (SEA) ended about 35 minutes later as no posts were recorded until the account was suspended, around 7:45AM (ET).

BuzFeed managed to grab all seven political cartoons posted by SEA on the?@ThomsonReuters Twitter account.

The group seems to have been highly active lately: it appears that they are also responsible for hacking into the personal accounts of three White House employees.

Reports say that the attack was possible via elaborate phishing disguised as legitimate articles from BBC and CNN that pointed to fake Gmail and Twitter login screens.

Moments ago, SEA?s Twitter feed received updates revealing the old passwords for the @whitehouse Twitter and HootSuite accounts.

It appears that the countersign for the HootSuite social media management dashboard was the simple, unimaginative and highly advised against ?Password12.?

Leaders of The Florida Bar expressed support Friday for an undocumented immigrant who graduated from the Florida State University law school and is seeking to practice law in the state.

The Florida Supreme Court has been considering the issue for months.

The Bar?s Board of Governors voted on the motion after a petition was submitted earlier this month by Talbot ?Sandy? D?Alemberte, who represents immigrant Jose Godinez-Samperio. The petition called for amending the Bar rules to state that ?no one may be disqualified from membership in The Florida Bar solely because he or she is not a United States citizen.?

The governors ?support the concept? in the petition, said Bar spokeswoman Francine Walker, but recommended that the high court look to another part of the Bar to implement it.

?Our board said that isn?t something that should be in the Florida Bar rules that govern the practice of law,? Walker said. ?It should be in the Bar admission rules.?

The governors recommended that the Supreme Court seek input from the Board of Bar Examiners on the issue. The day before, the Rules Committee of the Bar voted 6-1 to endorse the substance of the petition.

?This was fine with us,? said Patsy Palmer, D?Alemberte?s law partner and wife. ?The language of the petition itself states that the amendment might fit more neatly within the Bar-admission rules, but that we could not propose such an amendment because those rules do not provide for a member petition.?

Palmer said she and D?Alemberte will file a notice of supplemental authority to bring the matter to the state Supreme Court?s attention early next week.

Marlins hitting coach Tino Martinez resigned Sunday amid allegations he abused a player according to the Associated Press.

"I want to apologize to the Marlins organization for my behavior," Martinez said (AP). "I have made some comments to certain players at certain times that I thought was more constructive criticism. Obviously, they didn't feel that way, and it kind of backfired on me."

Rookie Derek Dietrich -- who has since been sent to the minors -- is among Marlins players claiming intimidation and abuse by Martinez. The second baseman said Martinez "erupted in anger unjustly and grabbed him by his neck and neck chain," according to an earlier Miami Herald report. Martinez has admitted that he once touched a player in anger, saying he grabbed Dietrich by the jersey earlier this season.

Other team members allege Martinez, who'd never coached before this season, when he was hand-picked by owner Jeffrey Loria to be a part of new manager Mike Redmond's staff, had been verbally abusive on numerous occasions since spring training started in February.

Loria initially urged Martinez not to resign, but when the story became public, the move was made.

One player, speaking anonymously, told the paper, "It's all shocked everybody. ... He uses intimidation. It's been a problem since day one."

Dietrich's agent, David Meter, would neither confirm nor deny that the incident took place.

?I'd rather not address it,? Meter said. ?I think it's a team issue.?

A team official refused to say whether the club is looking into the matter.

?I'm sure if there is an issue, it will be addressed,? said Marlins spokesman P.J. Loyello.

The Major League Baseball Players' Association was notified of the alleged incident, as well as others involving Martinez, and the union then contacted the Commisioner's office. That office is expected to contact the Marlins on Tuesday to see how the matter is being resolved, sources said.

Martinez and manager Mike Redmond weren't on the field at the start of batting practice before Friday's game. Instead, two sources said they were meeting privately with Marlins front office executives to discuss the allegation.

According to sources who have witnessed Martinez's profanity-laced eruptions, other players who have been attacked verbally by Martinez include outfielder Justin Ruggiano, infielder Chris Valaika and minor-league infielder Matt Downs. Another source said the list of players is much larger than that.

A two-time All-Star, Martinez, 45, retired from baseball in 2005 after an admirable 16-year career spent with the Yankees and Mariners. His reputation is that of a nice guy, so the above report is pretty surprising.

"I just thought with some young players you needed to be a little firmer and try to get them on the right track," he said (AP). "I probably used some four-letter words. I thought I was doing the right thing. Obviously, I wasn't."

As for coaching again, he's not sure.

"I don't know long term how it's going to affect me," he said (AP). "Right now I'm disappointed in myself. I'm embarrassed. Right now I'm not worried about the future. I just want to make sure my family is OK."

Scientists identify new drug targets for aggressive breast cancer ...

Singapore: Scientists have identified genes that are potential targets for therapeutic drugs against aggressive breast cancer.

Out of the 1.5 million women diagnosed with breast cancer in the world annually, nearly one in seven of these is classified as triple negative.

Patients with triple-negative breast cancer (TNBC) have tumours that are missing three important proteins that are found in other types of breast cancer.

The absence of these three proteins make TNBC patients succumb to a higher rate of relapse following treatment and have lower overall survival rates. There is currently no effective therapy for TNBC.

Using integrated genomic approaches, researchers at ASTAR?s Genome Institute of Singapore (GIS) led by Qiang Yu, in collaboration with local and international institutions, set out to search for targets that can be affected by drugs.

The scientists discovered that a protein tyrosine phosphatase, called UBASH3B, is overexpressed in one third of TNBC patients. UBASH3B controls the activity of an important breast cancer gene.

The researchers found that deleting this gene expression markedly inhibits TNBC cell invasive growth and lung metastasis in a mouse model. They also showed that patients with TNBC tumours that have high leels of UBASH3B tend to be more likely to have early recurrence and metastasis.

?The identification of target genes is always the most crucial first step towards treating a disease. It is heartening to know that UBASH3B is an important element of the pro-invasive gene network and targeting UBASH3B not only inhibits TNBC invasive growth, but also significantly reduces metastasis,? said lead author Qiang Yu.

?Recent large-scale genomic analysis of breast cancer show that triple negative breast cancer are highly heterogeneous and patients tumours can have different molecular profiles,? said Dave Hoon, Director, Department Molecular Oncology at the John Wayne Cancer Institute, US, and co-author of the study.

?Unlike more common breast cancers that often express oestrogen, progesterone or HER2 can be targeted by specific agents such as hormone therapy or Herceptin.

?TNBC is the most difficult breast cancer to treat. The finding can help us develop new approaches for targeted therapy for this highly aggressive breast cancer,? Hoon said.

The study was published in the journal Proceedings of the National Academy of Sciences (PNAS).

China opens pipeline to bring gas from Myanmar

BEIJING --?

China has switched on a pipeline bringing natural gas from Myanmar, a state company said Monday, in a project that has raised concerns in Myanmar's nascent civil society about whether its giant neighbor's resource grabs will benefit local people.

The 793-kilometer (493-mile) pipeline connects the Bay of Bengal with southwest China's Yunnan province and is expected to transfer 12 billion cubic meters of natural gas to China annually, according to a news release on the website of China National Petroleum Corporation (CNPC). A parallel 771-kilometer (479-mile) pipeline that will carry Middle East oil ? shipped via the Indian Ocean ? is still under construction.

China's investments, largely in energy and mining, have generated controversy in Myanmar because they have done little to relieve that country's chronic power shortages. In response, the Myanmar government abruptly suspended construction in 2011 of the China-backed Myitsone dam, which would displace thousands and flood the spiritual heartland of Myanmar's Kachin ethnic minority.

While the pipelines are expected to provide only a small proportion of China's oil and gas consumption, they are strategically important to Beijing. The gas pipeline that began operating Sunday offers a nearby source of gas, and the oil pipeline would eliminate the need for tankers from the Middle East to pass through the crowded Malacca Strait between Malaysia and Indonesia.

The two joint ventures are between state-owned China National Petroleum Corporation (CNPC) and Myanmar's national petroleum company Myanmar Oil and Gas Enterprise. Four other companies from India and South Korea also have stakes in the project, according to CNPC.

For years, China was the closest ally of Myanmar's military regime, which was shunned by the West because of its poor human rights record and failure to hand power to an elected government. Since 2011, when an elected, though still military-backed, government took office, Myanmar has undergone political and economic reforms and has courted investment from the West.

The reforms have brought heightened activity from nongovernment and civil society groups in Myanmar, said Tony Nash, Singapore-based managing director of economics and risk consulting for IHS, an independent economic consultant. This, together with growing competition from Western companies in Myanmar, will push Chinese companies to be more transparent about how their investments will affect the local population, he said.

In April, hundreds of people protested in western Rakhine state against the pipeline, saying they had to give up their land for too little compensation and that salaries offered for local pipeline workers were too low.

"Some of the responses to that protest back in April were really specific to looking at community needs and responding with corporate social responsibility at the local level," said Nash. Chinese companies are increasingly "saying 'we hear you and we want to make a commitment for corporate social responsibility,' you are seeing Chinese companies becoming a bit more savvy in that respect," he said.

Wong Aung, who heads the Shwe Gas Movement, which campaigns against the pipelines on human rights and environmental grounds, said the government and companies have not clarified how the project's benefits would be shared.

"The contracts made by the previous government need to be reviewed to see whether they guarantee the national interest and rights of every citizen and whether they meet international standards or not," he said.

Even on the Chinese side of the border, opposition to the pipeline has been strong. In May, more than 2,000 people worried about air and water pollution protested in Kunming in Yunnan against a planned petroleum refinery connected to the project.

(AP) ? Actress Charlize Theron has pledged her support in the campaign against AIDS during a meeting with South African President Jacob Zuma.

Theron, an ambassador for the United Nations program on AIDS, met Zuma in Pretoria on Monday to discuss the fight against AIDS in South Africa and across the continent.

The South Africa-born actress says the world has the ability to usher in "an AIDS-free generation," and that the goal can become a reality with strong leadership like that displayed by Zuma.

According to UNAIDS, South Africa has reduced the number of new HIV infections by 12 percent in the last two years. Last year, more than 8 million HIV tests were done. However, South Africa wants citizens to get tested at least once a year.

President Obama and Hillary Clinton to meet for lunch at White House

?When the housewife announces that ?the soup in the pot is totally burnt?, she is telling the family that there will be no dinner?, Old Uncle in Lagos.

?We are losing revenue; 400,000 barrels of crude oil are lost on a daily basis due to illegal bunkering, vandalism and production shut in?. Dr Ngozi Okonjo-Iweala, Federal Minister of Finance.

Madam Ngozi, who is in charge of our kitchen, has in a manner of speaking, told us that the ?pot of soup? is on fire. She has done her work, as expected; what we do with the information is our affair. But, it will be in our interest if we listen carefully to what she says. The fate of the Federal Republic of Nigeria might depend on it. A sharp and sudden downturn in crude oil revenues next year will induce deep budget cuts, increase unemployment and provoke mass anger given nothing positive in the polity to reduce the impact. Governors now parading jets might find their people are no longer amused.

Perhaps because she knew that she was addressing a nation of almost deaf people, including their political leaders, the Minister added that ?the Federal government may not be able to implement the budget?. Economists and financial experts, as well as, keen observers of the global oil market were aware of the dangers all along and the consequences for the 2013 Budget as well as the Nigerian economy.

Certainly, Gross Domestic Productivity, GDP, will drop; so will allocations to states and local governments. States, which had embarked on ambitious projects, without taking a glance at the future, will have a great deal of trouble continuing with some of those projects. The era of ?abandoned projects? might be with us again. If 2013 is bad, and it is, 2014 could be worse ? for a lot of reasons that we already know but which the President, the Governors, the Minister and Commissioners of Finance choose to ignore.

For once, we have a potential national calamity, almost inevitable, which should engage our collective attention in a non-partisan manner. We all stand to lose ? PDP, APC, oil-producing and non-oil producing states. We are all in the same leaking boat. And right now, I want to join the Honourable Minister of Finance in raising the alarm. This is because, the President and the National Assembly, NASS, are currently engaged in a contest of wills which will lead us straight into economic catastrophe and the poor woman is becoming the sacrificial lamb for the collective absence of leadership on this matter.

Although she also said, ?I have to clarify that it is not the entire 400,000 barrels that is stolen, no. What happens is that whenever the pipelines are attacked and oil is taken, there is a total shutdown. All the quantity of oil produced that day will be lost because it means government cannot sell it and it means a drop in revenue?, she actually exposed the impotence and incompetence of the Federal Government, the Armed Forces of Nigeria, especially, the Nigerian Navy and the Security agencies (SSS and NIA) when it comes to protecting the national interest against saboteurs.

It is simply impossible for sabotage of this magnitude ? 400,000 barrels a day at $100 per barrel comes to $40 million per day and N2.4 trillion per annum. Can any responsible government on earth find time for anything else other than finding a solution to the loss of almost 40% of its annual budget? If we cannot find the answer ourselves, why not engage international organizations which can help us find the answers?

However, before we invite foreigners into the affair, there is a need for the Federal government to level with the people of Nigeria. It is impossible for a group of foreigners who had never been to Nigeria, or a Nigerian group not conversant with the Niger Delta and the routes of the pipelines to bring a boat into Nigeria and smuggle our crude. So, the criminals are our own people or foreigners working with oil companies or oil supply companies in Nigeria.

Some of them might even be people working with owners of marginal fields stealing oil from the pipelines of Shell, Chevron. Mobil etc. Furthermore, it is virtually impossible for sabotage of this magnitude to continue for so long without the active connivance of corrupt Navy officers and the same security agents assigned to guard our national interests.

For some reasons still difficult to understand, the loss of crude keeps increasing periodically. In 2011, the announcement was 160,000 barrels per day of crude oil stolen or lost; last year the figure climbed to 200,000 and now we are being told it has jumped to 400,000 barrels a day. The obvious question is: what is the Joint Task Force in the Niger Delta doing while all these thefts and vandalisation is going on? What is the Navy doing while stolen crude is increasingly exported? Why has the President not sacked the military officers and the security agents in the region as a warning to other that he wants to get results?

However, there is more to the Minister?s inadvertent disclosure than she realizes. When oil pipelines and gas pipelines jointly owned by government and foreign firms are wantonly vandalized now, which foreigner will be foolish enough to invest in any project in the region on his own? As it is, none of the majour investors in Nigeria depends on public power supply because they are forced to generate the power they need for operations.

Mobil, literally, had to build Eket and Q.I.T in Akwa Ibom to be able to drill oil. Companies operating in this country are forced to undertake for themselves what other nations provide for them at lower cost. They endured the insult because the returns were favourable. But, as more countries are discovering oil and shipping it, it will soon become a buyers? market and Nigeria will have to go begging for investors to come and for buyers as well. Next year might be the beginning of a long and tedious journey for this country down the road to oil glut and economic disaster.

The Minister did not say this; and she cannot really. But, there is no doubt in my mind that she is aware of the dangers ahead.

The obvious question is: what needs to be done? The short answer is: Jonathan should spend more time on economic policy than he spends on politics. The critical Ministries are: National Planning, International Trade and Investment, Agriculture, Power and Works ? in addition to Finance. The reason is simple. If we are ever going to avert the disaster that will result from sharp drop in oil revenue from now on, these are the people who will provide the soft landing. Politics, for Jonathan, is already poisonous ? if the economy gets worse.

If budgets are slashed by governments this year or next year; and if salaries are delayed or unpaid in many states; and if ASUU again proceeds on another indefinite strike, nothing and nobody can save the President. If anything, he needs to find his way back to peace with most of the people who provided the coalition which brought him to office.

Difficult, as it is for him to accept, now more than ever, he needs the governors; and they need him. When federally allocated revenue dwindles, every elected official faces monumental problems at his own level. The President nationally and the governors in their states will find the voters totally united against them. Irrespective of political party or affiliation, any possible upheaval will affect all because most politics is really local.

What then should be the first order of priority for the President and the governors? That is simple. They should start with themselves to cut down on the cost of running their offices and significantly downsize their cabinets. The President should set the example by scaling down to no more than twenty four Ministers and no state governor should engage more than fifteen.

Similarly, the number of Special Advisers should be reduced by at least sixty percent. Most of them are assigned responsibilities which should be handled by career civil servants anyway. They only help to get the payroll bloated for political reasons. Now, and in the near future we cannot afford them ? unless our leaders really want the economy to crash. Madam had raised the fire alarm, I support her. We must act now.

Apple has also provided some of its employees with beta access to OS X Mavericks and recently, it sent out a memo asking its retail workers for innovative ideas on how to improve the iPhone, the retail store environment, and sales techniques.

At a retail summit that took place in early July, Tim Cook announced plans to improve the in-store sales of iPhones, which are considered a ?gateway product? to other Apple devices. As part of its push for greater sales, Apple has launched a new iPhone Back to School promotion and has plans for an in-store trade-in program for older devices.

The company also plans to heavily market both iOS 7 and OS X Mavericks, which are expected to be released to the public this fall.
